We developed self-service instruments in the field of career guidance and job counselling, and implemented these instruments on the district level within the National Labour Organization (NLO). Also, we incorporated these instruments in a preventive approach, which also involved profiling unemployed clients to determine their job opportunities and the necessary employment services to reintegrate them in the labour market. A detailed national implementation plan was produced, and counsellors were trained to work with the new system.
